Training Programme For The Legal Department Staff Of The MRA

On 3, 5 and 6 of July, 2010 the training programme on the issues of The Legislative Framework on IDPs and Mechanisms of IDPs Protection has been conducted for the Legal department Staff of the Ministry of Internally Displaced Persons from the Occuppied Territories, Accommodation and Refugees of Georgia.

The following issues have been discussed during the programme: Human Rights Context; The general international law protection; UN Guiding Principles; Civilian Victims of War needing assistance; Other categories of people forced to leave their residence; Definition of internally displaced person according to the national legislation; Procedure of granting the status of internally displaced person; The rights of IDPs according to the Georgian legislation; Special needs: Subsistence needs and housing needs, Health related needs, need for identification and documentation, property rights; Movement related rights and physical security; The role of UNHCR in protecting IDPs, access by other humanitarian organizations; Special Needs: Protection of displaced Children; Voluntary Return, resettlement and reintegration; Overview of the Georgian legislation, including the respective by-laws, as well as IDP Strategy and Action Plan, etc.

The programme has been conducted by CSI Foundation, in the USAID funded programme Training and Technical Assistance to the Legal Department of the Ministry of Internally Displaced Persons from the Occuppied Territories, Accommodation and Refugees of Georgia by World Learning/Georgia, FORECAST.
