Terms of Reference on the preparation of a regular TV program – “This Country is Yours” and its placement on regional TV networks.

Introduction

Civil Society Institute (CSI) is one of the leading CSOs in Georgia, known for its wide range scope of activities. CSI is committed to promote sustainable positive change, eradicate inequality, marginalization, and poverty in the country.

CSI’s goals include: Development of civil society, creating a better environment for civil society organizations, increasing public awareness and civic activism, promoting values of democracy, supporting the rule of law, advancing good governance and sustainable institutions, effective public policy formation and administration improvement, advancing local governance, promoting sustainable economic development and poverty alleviation;

General Overview

The tender is conducted in the framework of the project funded by the European Union (EU) and the Konrad Adenauer Foundation (KAS): “Civil Society STAR Initiative: CSOs as Sustainable, Transparent, Accountable and Resilient Development Actors in Georgia (hereinafter “the Project”).

The project aims to strengthen civil society as an independent, sustainable, transparent, and accountable development actor across Georgia.

The project has three specific objectives:

  1. To improve the political and financial framework and environment for the sustainable development of civil society in Georgia, and to promote a corporate social responsibility (CSR) culture;
  2. To reinforce the links between CSOs and their constituencies through the active promotion of civic values, participation, and community engagement;
  3. To build capacities of CSOs inclusively, in particular oversight and advocacy skills, and to institutionally strengthen the civil society sector countrywide.

The project is implemented by the Consortium led by the Konrad-Adenauer-Stiftung (KAS) and composed of the following CSOs: Center for Strategic Research and Development of Georgia (CSRDG), Civil Society Institute (CSI), Center for Training and Consultancy (CTC), Education Development and Employment Center (EDEC), and Institute for European Politics (IEP).

“The Civil Society STAR Initiative” builds on the experience and lessons learned of the EU-supported action “Georgian Civil Society Sustainability Initiative” (CSSIGE 2017-2020).

Subject of the procurement

Create, place and regularly broadcast TV Program – “This Country is Yours “on regional networks. Program must be based on the campaign “This country is yours” which is developed according to the project’s objectives.

Concerning the campaign: As part of the CSSIGE project, the campaign “This Country is Yours” was launched three years ago. Its purpose is to instill civic values and to promote civic activism and civil society activities.

The campaign’s goal is to break down stereotypes in this area. The campaign is built around an action plan and a communication strategy.

Service details

Within the scope of the service, the selected legal entity should, in collaboration with the Civil Society Institute project team:

  • Create a regular TV program called “This Country Is Yours,” which will regularly broadcasted on regional television. (Concepts and proposals emphasizing specific and original view of an applicant in regards to this matter will also be considered by the tender commission)

The proposed media product should be based on the concept of the campaign “This Country is Yours” and serve to strengthen civil society in Georgia, establish civic values, promote non-governmental organization activities, and civic activism.

Note: Any document created during or as a final product of the service must adhere to the requirements of the EU Communication and Visibility Strategy for the communication and public relations process. 

Deliverables

The cycle of a regular TV program called “This Country Is Yours,” which will be regularly broadcasted on regional television.

Timeframes

The service must be provided within the following timeframes:

Service – Create, place and regularly broadcast TV program – “This Country is Yours” on regional TV networks,  timeframes – January, 2021 – July, 2022.

Participation terms

The tender is open to Legal persons who are able to submit the following documentation/information:

  • A list of the team members working on the project. Description of their qualifications.
    The CVs of the working team members;
  • A project proposal indicating concept of the program, rough scenarios and a work schedule (including airtime, periodicity, and duration of a program);
  • A product sample created as part of a similar experience (if applicable);
  • The rating of the regional TV channel over the last two weeks;
  • Service budget and timetable (budget must be presented in euros, excluding VAT, the timetable should include the key terms of service delivery);
  • Extract from the registry of entrepreneurs and non-entrepreneurial (non-commercial) legal entities. The extract must be made no earlier than 1 year before participating in the tender;
  • Tax comparison act (allowed in electronic form), which must be completed no later than one day prior to participating in the tender.

Applications of the participants will be evaluated according to the following criteria:

Criteria – The conformity of the project’s proposal with the campaign’s objectives, percentage – 25%;
Criteria – Level of creativity of a TV program, percentage – 25%;
Criteria – Ratings of the TV channel; percentage – 30%;
Criteria – Service fee; percentage – 20%.

After the evaluation of applications, the organization will contact only those, selected during the process.

An informational meeting for participants:

The tender participants can attend an informational zoom meeting on December 9, 2021, at 16:00. Those interested in attending the meeting must fill out the e-form by December 7 in order to receive the link to the online meeting.
